Location: Chester County, PA | Owner: Pennsylvania Turnpike Commission | Cost: $60 million | Completion: 2012

Route 29 All Electronic Toll Interchange

Details: JBC Associates was the Construction Manager performing full service CM/CI services during the construction of a new $60 million interchange connecting the Pennsylvania Turnpike with Route 29 and the 202 Corridor. The new interchange at Exit 320 is the Turnpike’s first full, or “four-way,” All-Electronic Toll Interchange. The project included the construction of new eastbound and westbound EZ-Pass tolling facilities, new entrance and exit ramps, mainline widening of the Turnpike from four to six lanes, retaining walls and a weigh-in-motion station.

The project team had to overcome several site challenges including the presence of three parallel gas lines crossing through the project area, a former quarry abutting the site, blasting with an active commercial development nearby, a cell tower and wetland. Another major challenge arose during the course of construction when the geology of pinnacle limestone and solution cavities in the project area increased pile length by 155%. The JBC CM team analyzed the schedule and recommended to the Turnpike Commission using a second pile driving rig to mitigate the potential impact to the schedule.

The project’s innovative technology, quality construction and on-time completion has created a reduction of commuting times, tremendous traffic congestion relief and an economic stimulus for Chester County and the surrounding areas. The award-winning project was completed on time and within budget and has received numerous awards in recognition of excellence.

“This project shows in concrete, brick and mortar, the connection between transportation and our economy,” said Governor Tom Corbett prior to cutting the ribbon to open the interchange. “As we make it easier to reach our places of commerce, those places and the jobs they create will grow. Jobs and prosperity, after all, are what these projects are about.”
