JBC Associates’ President, Janet B. Cunningham provided testimony on behalf of the American Council of Engineering Companies (ACEC) of PA and attended the signing of PA House Bill HB 319 by Pennsylvania Governor Tom Wolf. The bill amends a law passed in 2012 that lowered the unemployment eligibility threshold affecting seasonal workers. According to Cunningham, “This law resulted in an unintentional consequence for seasonal workers in construction no longer qualifying for unemployment because many work a substantial amount of overtime in a single quarter. HB 319 increased the percentage of earnings that one could have in a single quarter, thus allowing seasonal workers to be eligible for unemployment again.” In an industry such as construction where much of the work is seasonal, this will help carry various individuals through the winter months, assuring they have all they need to adequately provide for family and loved ones. “This well-designed solution prevents what could have been a serious employment and economic problem in many areas of the state, so it comes as a huge relief for tens of thousands of seasonal workers and for their employers,” said Senator Lisa Baker.
