Details: Since 1999, JBC Associates has served as a member of the Project Management Oversight Contractor (PMOC) team for over $8.5 Billion in transit construction in Washington DC, Massachusetts, Florida, Utah, Tennessee and Puerto Rico. JBC has been responsible for scheduling oversight and evaluating the status of construction and start-up phases on FTA funded projects to confirm completion by the project’s Revenue Operations Date (ROD). Often, JBC staff performed risk modeling as part of the Schedule Risk Assessment and Risk Mitigation Study during pre-construction. We reviewed the project master schedule and updates analyzing recorded progress, critical paths, and projected completion dates. We attended on-site progress meetings with key project personnel to discuss project progress, contractor performances, issues, and changes to project milestone dates. We contributed to monthly PMOC reports to the FTA documenting findings, conclusions, concerns, and recommendations. Additionally, JBC has reviewed project change order documentation and procedures to verify compliance with FTA regulations and guidelines.
Recent PMOC projects include the following:
Dulles Metrorail Corridor, Fairfax County, VA Virginia Department of Rail and Public Transportation and the Washington Metropolitan Area Transit Authority. This $2.96 billion 11.6 mile double track heavy rail project includes 5 new stations, 3 Kiss-N-Ride lots, a 2300-space parking structure, intermodal bus facility, and improvements service/ inspection yard.
Central Florida Commuter Rail Transit, Volusia, Orange, Seminole and Osceola Cos., FL, Florida Department of Transportation. This $411 million project for Florida DOT is a proposed 32 mile new commuter rail system through four counties.
Weber County Commuter Rail (FrontRunner North) and Mid-Jordan Light Rail, Salt Lake City, UT, Utah Transit Authority (UTA). These $611 million and $535 million projects respectively include a new 44 mile commuter rail line with eight (8) new stations and a new 10.6 mile light rail system with nine (9) new stations.
