Sector: Airports
Location: Philadelphia, PA | Owner: City of Philadelphia Department of Aviation | Cost: $100 Million | Completion: 2028

Details: The City of Philadelphia Department of Aviation (DOA) has a long-standing commitment to enhancing the guest experience at Philadelphia International Airport (PHL). Since 2012, the DOA has been modernizing 48 sets of passenger-facing restrooms through a multi-year multi-million program to transform the passenger experience, optimize PHL’s infrastructure and build for the future. The goals of the Program include improving visual quality and comfort, accommodating more travelers, expanding accessibility for persons with disabilities and implementing sustainability measures such as increased water efficiency and decreased maintenance work – all of which have a positive impact on the passenger experience. Phases 1 through 4 of the Restroom Renovation Program completed in 2023.

The next phases of Restroom Renovation Program, Phase 5 through 8, are currently underway and consist of the renovations to 30 sets of existing public restrooms throughout the airport and the construction of two new public restrooms. This project will bring the PHL’s restrooms into full ADA compliance, add three adult assisted care restrooms, construct five lactation suites, add new janitorial staff locker rooms and storage areas, four service animal relief areas (SARAs) and gender-neutral restrooms. Interior finishes will be upgraded throughout the new restrooms. The project will incorporate smart restroom and touchless technology and increase energy and water efficiency supporting the airport’s sustainability commitments. A Smart Restroom monitoring and notification system will provide information to Custodial Operations and alert Maintenance through a Local Area Network tied to a central monitoring/ dispatch workstation. Once complete, the project will provide 13,000 square feet of additional space and add 35 more stalls across PHL terminals. Scheduled completion is in 2028.
JBC Associates has been a key consultant to the DOA in this Restroom Renovation Program since the beginning providing CPM Scheduling and Construction Inspection services for Phases 1 through 4 at PHL. JBC continues to perform these services as part of the Construction Management team for the current Phases 5 through 8 Restroom Renovation Project.
