As the Pennsylvania Turnpike Commission moves toward innovating tolling across the Commonwealth, JBC Associates has been selected to lead the Construction Management and Construction Inspection teams implementing Cashless Tolling Facilities Statewide on the Pennsylvania Turnpike system. With cashless tolling, all tolls on the Pennsylvania Turnpike system will be assessed electronically, either through E-Z Pass or the TOLL BY PLATE program, meaning motorists will no longer need to stop at toll plazas. The full roll out of the Cashless Tolling System statewide is estimated to be complete by 2022, with removal of the existing toll plaza infrastructure to occur in 2023 and 2024. JBC Associates’ 8-year, not-to-exceed $15 million statewide agreement with the Pennsylvania Turnpike Commission is to provide Construction Management and Construction Inspection for the cashless tolling conversion of the entire system, from installing the infrastructure and equipment necessary for the automated tolling, to removal of the existing toll plaza facilities. JBC and our team of subconsultants will provide pre-construction services such as constructability reviews, cost estimating, scheduling, as well as specification and detail development. JBC will also perform all construction related oversight for the anticipated 8 separate construction projects required to implement the cashless tolling. In this role, JBC will perform a full range of construction oversight duties, including; construction documentation, schedule monitoring, cost containment, quality control, geotechnical, and public relations services.
