JBC to Lead Pennsylvania Turnpike Cashless Tolling Facilities – Statewide

As the Pennsylvania Turnpike Commission moves toward innovating tolling across the Commonwealth, JBC Associates has been selected to lead the Construction Management and Construction Inspection teams implementing Cashless Tolling Facilities Statewide on the Pennsylvania Turnpike system. With cashless tolling, all tolls on the Pennsylvania Turnpike system will be assessed electronically, either through E-Z Pass or the TOLL BY PLATE program, meaning motorists will no longer need to stop at toll plazas. The full roll out of the Cashless Tolling System statewide is estimated to be complete by 2022, with removal of the existing toll plaza infrastructure to occur in 2023 and 2024. JBC Associates’ 8-year, not-to-exceed $15 million statewide agreement with the Pennsylvania Turnpike Commission is to provide Construction Management and Construction Inspection for the cashless tolling conversion of the entire system, from installing the infrastructure and equipment necessary for the automated tolling, to removal of the existing toll plaza facilities. JBC and our team of subconsultants will provide pre-construction services such as constructability reviews, cost estimating, scheduling, as well as specification and detail development.  JBC will also perform all construction related oversight for the anticipated 8 separate construction projects required to implement the cashless tolling. In this role, JBC will perform a full range of construction oversight duties, including; construction documentation, schedule monitoring, cost containment, quality control, geotechnical, and public relations services.

JBC Providing CI and Schedule Services for Vine Street Overhead Bridges

JBC is the Prime consultant providing construction inspection services during the $65 million replacement of seven existing structurally deficient bridge superstructures over the Vine Street Expressway, SR 0676 PAB, in Philadelphia. The replacements, which were planned to take place over a four (4) year period, take into account the needs of motorists, pedestrians, and cyclists. The project was designed to be completed in two stages. The first stage began in March 2015 and will be complete in time for the City’s planned Parkway Centennial Celebration starting in July 2017.  The first stage includes four of the seven bridges over Interstate 676 in Center City Philadelphia; the 20th Street /Benjamin Franklin Parkway Bridge, the Pedestrian Bridge connecting Logan Circle and Vine Street at the Philadelphia Free Library, the 19th Street Bridge, and the Pedestrian Bridge connecting Logan Circle and Vine Street at the former Family Court Building.  It also includes the realignment of Winter Street. Stage 2 was scheduled to start after the completion of Stage 1 and was to complete by November 2019.  However, the Contractor has proposed to start Stage 2 early and agreed to advance the completion of Stage 2 to November 2018, one year earlier.  Stage 2 includes the superstructure replacements on the 18th Street Bridge, the 21st Street Bridge and the 22nd Street Bridge.

Under a separate agreement with the Construction Management team for the project, JBC is providing the CPM Scheduling services during construction. Associated project work also includes new bridge approach paving; landscaping improvements; new traffic signals; new drainage; ITS elements; new pavement markings and signing; and other miscellaneous construction.

JBC Assists PAID at The Navy Yard (Langley Ave)

JBC Associates is providing Construction Management and Construction Inspection Services on behalf of PAID (Philadelphia Authority for Industrial Development) for the Langley Avenue Reconstruction project at The Navy Yard in Philadelphia. Part of a larger comprehensive redesign of the Broad Street Gate, the $10 million project involves the reconstruction and partial realignment of the eastern portion of Langley Avenue from Broad Street to 26th Street for approximately 1 mile. The realignment culminates in a new 4‐way signalized intersection at Broad Street and League Island Boulevard, just north of the Navy Yard Main Gate. The project incorporates drainage and utility improvements, an electrical duct bank, an outflow headwall, 12” PGW gas main, streetscape items, sidewalk enhancements and other miscellaneous construction. The project began construction in March of 2017 and is anticipated to last 18 months.

JBC Providing PMCM On-Call Services at PHL

JBC Associates is pleased to announce that the firm has been awarded its first Prime On-Call Project Management and Construction Management Services agreement at Philadelphia International Airport and Northeast Philadelphia Airport with the City of Philadelphia Division of Aviation (DOA). Previously, JBC provided on-call PM/CM services as a sub-consultant on several On-Call PMCM agreements for terminal, airfield and landside construction projects totaling over $300 million in construction. JBC services consisted of construction schedule review and analysis, progress monitoring, and construction inspection for new and renovated airport facility and tenant projects, as well as airfield runway and taxiway projects.

Keeping PSU Brandywine Dormitory on Track

JBC Associates was recently contracted by the Design-Builder of Penn State University’s first residence hall on the Brandywine campus to provide CPM scheduling services during construction. The new 80,000 GSF LEED certified building will feature 250 beds. Pursuing LEED certification is consistent with Penn State Brandywine’s commitment to sustainability and environmental preservation. The building is the first step in transitioning the traditionally commuter campus to include residence facilities for students. The new student residence is being constructed in conjunction with a new student union on the Middletown Township campus in Media, PA. The residence hall is scheduled to open Fall semester of 2017, a year that also marks the Penn State Brandywine campus’ 50th Anniversary!
