JBC Associates has been selected by PennDOT to provide construction inspection (CI) services for the SR0095 Section BR3 project — a major component of the I-95 Revive initiative. This $355.3 million effort marks the largest I-95 reconstruction project to date near the Betsy Ross Bridge Interchange in Northeast Philadelphia.
Overview of the Section BR3 Project
Section BR3 focuses on reconstructing and widening northbound I-95 between Wheatsheaf Lane and Margaret Street. The project aims to improve traffic flow, safety, and infrastructure resilience in one of Philadelphia’s busiest transportation corridors.
Construction began in May 2025 marking Section BR3 as the third of five contracts to reconstruct and improve I-95 and its ramps at the Betsy Ross Bridge Interchange. It is expected to be completed by 2031. Work zone setup activities such as a temporary traffic pattern continues to shift three lanes of both northbound and southbound traffic to the southbound side to facilitate work on the northbound lanes. Our team will oversee construction activities ensuring all work adheres to PennDOT specifications and quality standards. JBC will meticulously coordinate and support the successful delivery of this critical infrastructure project.
Details Ahead: The I-95 Section BR3 project encompasses a comprehensive reconstruction and widening of northbound I-95 from three to four lanes of traffic, beginning at the northern edge of the Wheatsheaf Lane overpass and extending just beyond Margaret Street. Key improvements include the realignment of Pearce Street to connect with Orthodox Street, replacement of the northbound I-95 bridge over Frankford Creek, and removal of the low-level structure between the Betsy Ross Bridge Interchange and Orthodox Street, which will be replaced with engineered fill. Additional bridge replacements will occur over Orthodox Street, Pearce Street, and Margaret Street.
The project also includes rehabilitation of ramp bridges carrying traffic from Aramingo Avenue and the Betsy Ross Bridge to northbound I-95, spanning Juniata Street and Almond Street. Finally, the existing ramp bridge over Orthodox and Pearce Streets will be removed, alongside the installation of new retaining and sound walls throughout the corridor.
Additionally, the project involves extensive excavation, management of fill and groundwater, substantial sewer relocation for the Philadelphia Water Department, concrete pavement installation, traffic control, and other essential infrastructure improvements.
JBC brings a legacy of excellence in construction inspection, with successful contributions to previous I-95 projects including GR-1, BS4, BR2, and emergency repairs at Cottman Avenue. Our team combines technical expertise with strategic foresight, ensuring seamless coordination with PennDOT and local stakeholders. We proactively address challenges, uphold quality standards, and deliver results that exceed expectations.
As a trusted partner in infrastructure development, JBC is proud to support PennDOT in transforming I-95 through the Section BR3 project. Our commitment to precision, collaboration, and innovation continues to drive success in revitalizing Pennsylvania’s transportation network.
