Location: Philadelphia, PA | Owner: Pennsylvania Department of Transportation District 6-0 | Cost: $65 Million | Completion: 2018

Details: The project included the replacement of seven existing structurally deficient bridge superstructures over the Vine Street Expressway, SR 0676 PAB, in Philadelphia. Project considerations included vertical clearance issues, reuse of existing bridge abutments, relocation of utilities supported by the bridges, and extensive landscape and streetscape finishes on the new structures. The replacements, planned to take place over a four-year period, considered the needs of motorists, pedestrians, and cyclists.

Stage 1 of the project began in March 2015 and was planned to be complete in time for the City’s planned Parkway Centennial Celebration starting in July 2017. During this stage, ten construction phases were required to maintain safe travel in the area and accommodate high-profile events. The first stage included four of the seven bridges over Interstate 676: the 20th Street /Benjamin Franklin Parkway Bridge, the Philadelphia Free Library Pedestrian Bridge, the 19th Street Bridge, and the Family Court Pedestrian Bridge. It also included the realignment of Winter Street. By completing crucial bridge construction activities at night, the contractors were able to meet schedule milestones without implementing additional detours or road closures that would inconvenience motorists.
Stage 2 consisted of the superstructure replacements on the 18th Street, 21st Street and the 22nd Street Bridges. The Contractor of the project proposed to start Stage 2 early and agreed to advance the completion of Stage 2 to November 2018, completing the work one year early.
JBC was the Prime Construction Inspection firm responsible for maintaining manpower and inspection staffing resources during daytime and nighttime construction activity throughout the project. Under a separate agreement with the Construction Management team for the project, JBC also provided critical CPM Scheduling services during construction.
